The book explains the hadith “nothing repels the decree except supplication”. Some decrees are tied to causes, and decrees and causes push against one another: the decree of hunger is repelled by the decree of food, and thirst and illness likewise, and both what repels and what is repelled are themselves decreed.
What is meant is not the inevitable decree. What Allah has known will certainly come to pass cannot be repelled by anything, for it has no causes that avert it. The decree that supplication repels is the one tied to causes, where Allah has made means for averting it, and supplication is the strongest of those means. In this lies the greatness of supplication and its effect in averting what has been decreed.
